We are currently looking to fill an­ Application Architect & Technical Lead position to spearhead our pursuit of new business opportunities, primarily focused on the De­partment of Veterans Affairs (VA).

Job Description:

We are looking for a Software Engineer who can lead a team of Java Developers by providing technical guidance, high-level software design, and coding oversight in the development and maintenance of healthcare information technology based applications. The role also supports the Scrum Master by participating in backlog grooming and requirements elaboration sessions with VA business stakeholders. As necessary, this position will also serve as a senior Java Developer to implement software enhancements.

The incumbent will be involved in the day-to-day activities of an agile project delivery team. This role brings extensive practical experience with the techniques and approaches required in delivering agile projects using Java that are complex in nature. The incumbent is expected to be able to rapidly establish delivery of working software and have a solid understanding of the disciplines required to deliver within an agile environment.

The ideal candidate will have a proven and progressive track record of working in the VA in lead technical roles, including architecture, systems design, and software development. Must have a good overall understanding of VA’s enterprise architecture, system/application architecture of key healthcare and benefits delivery systems in the VA and processes/tools used within the VA. This role is about understanding project and product requirements, identifying appropriate technical solutions, working with an integrated team (VetsEZ development team, Contractor PMO/SQA team, VA application owners, VA project management) to define and size product enhancements that can be implemented in one or more development sprint, and ultimately to deploy a successful product release.

This is a large-scale COTS and GOTS based integration effort that requires skills with middle-tier integration tools and technologies. Design and develop architecturally sound, modular, component-based software applications in JEE based on approved architecture. Incumbent will act as a role model and advocate for best practices around test-driven development, agile software development, and customer-centric software.

Required skills and responsibilities:

  • BS degree in Engineering or Related field
  • Minimum Ten (10) years of experience in relevant technical field, to include: Technology Assessment and Analysis, Application Architecture, System Design, and Software Solution Integration
  • 8+ years of hands-on experience using JEE, Spring Framework, Hibernate, Maven, Eclipse, WebSphere Message Broker, WebSphere Process Serve, WebSphere ESB and Rational Tool Suite (RTC), XML/XSL
  • Ability to lead technical discussions with both technical and non-technical participants for backlog grooming and requirements elaboration
  • Must have knowledge of software development best practices, including test-driven development, Agile, and/or other rapid application development methodologies
  • Ability to define and create solution prototypes that demonstrate some or all aspects of the to-be product
  • Solid experience in application systems design and use of architecture frameworks and design patterns
  • Prior experience with JMS is required
  • Extensive experience in developing web-services using SOAP and REST protocols
  • Knowledge of tools and best practices for web services testing automation
  • Provide direction and mentoring for junior members of the team
  • Conceptualize models and guide the logical design and development of systems architecture by determining systems specifications, input/output processes, and working parameters for hardware/software compatibility and system security maintenance
  • Experience defining key systems capabilities and performance requirements
  • Prepare system design documentation and other artifacts for project reviews
  • Coordinating the architecture of subsystem design and total system integration
  • Working knowledge of Oracle Relational Database Management Systems and SQL language
  • Must be able to obtain a Federal security clearance (MBI)

Desirable Skills:

  • Experience with the Department of Veteran Affairs, tools, processes and frameworks
  • Working knowledge of healthcare business domain
  • Working knowledge of health IT messaging technologies and clinical document formats
  • Medium Level Security Clearance (MBI)
